The MSD of Lawrence Township believes taxpayers deserve transparency and accountability regarding how public dollars are invested. Fiscal responsibility is not simply about managing budgets. It is about making strategic investments that support student success.

No Operating Referendum

Unlike many Indiana school districts and all but two in Marion County, the MSD of Lawrence Township does not rely on an operating referendum to fund day-to-day educational operations.

An operating referendum is a ballot measure that asks voters to approve an increase in local property taxes to fund a school district's daily running costs.

Through responsible financial management and long-range planning, the district continues to support student programming, staff compensation, transportation, safety initiatives, and academic services without additional operating tax support from local taxpayers.

Strong Financial Stewardship

Financial stewardship is a cornerstone of the MSD of Lawrence Township's commitment to students and taxpayers.

The Board of Education's required cash reserve policy helps safeguard the district's financial health, maintain flexibility during economic fluctuations, and support responsible long-range planning.

The MSD of Lawrence Township strategically invests resources where they matter most—students. From strong academic programs and school safety initiatives to career pathways, arts, athletics, and modern learning environments, district investments are designed to provide students with the opportunities, experiences, and supports needed to succeed both in school and beyond graduation.

Not All School Dollars Are The Same

Indiana school funding is divided into several separate funds, each with specific legal restrictions on how dollars may be spent. This structure helps ensure taxpayer dollars are used as intended while providing transparency and accountability.

Supports the direct educational experience of students and is funded primarily through state tuition support.

Primary Revenue Source: State of Indiana 

Supports the daily operation and maintenance of district facilities and services.

Examples include:

Used to repay bonds issued for major construction and renovation projects.

Primary Revenue Source: Property taxes dedicated to debt repayment.

In 2019, Lawrence Township voters
overwhelmingly approved a capital referendum dedicated to completing renovations at Lawrence Central and Lawrence North High Schools.

These funds may only be used for
approved capital projects and cannot be used for salaries, instructional programming, or daily operating expenses.

How Does Indiana Determine School Funding?

The State of Indiana funds public schools through a formula known as Tuition Support. Each school district receives funding based primarily on the number of students it serves, with additional funding provided for students with specific educational needs.

The largest factor in determining funding is student enrollment. Each year, Indiana uses student count data to calculate the amount of state funding a district will receive. Districts receive a foundational amount for every student enrolled, along with additional funding for services such as special education, career and technical education, English learner programs, and other student supports.

What Factors Influence Funding?

State funding is based on several factors, including:

  • Student enrollment
  • Special Education services
  • Career & Technical Education participation
  • English Learner services
  • Academic support needs
  • Certain transportation & grant programs

As enrollment increases, state funding generally increases. Conversely, enrollment declines can reduce the amount of state funding a district receives.

According to Education Consultants PAVE (2026), it costs $194,171 to educate a student here from kindergarten through graduation—meaning about half of the state's school corporations spend less, and half spend more.
